The Russian Federation continues to reject any peace proposals, including the initial 28-point plan proposed by the United States, as it does not meet Moscow’s long-standing demands to destroy Ukrainian statehood and weaken NATO. This is stated in a report by the Institute for the Study of War.
Deputy Foreign Minister Sergei Ryabkov confirmed that Russia will not back down from the ultimatums announced by Putin at the summit in Alaska and will continue to pursue the “root causes of the war,” which the Kremlin traditionally understands as NATO expansion and the mythical “discrimination” against Russians in Ukraine. He also made it clear that Moscow is prepared to continue the war despite sanctions.
Russian officials, State Duma deputies and propagandists are unanimously criticising the American plan, claiming that its implementation poses a “threat to Russia” and limits its ability to seize further territories.
Ultranationalists, in turn, insist that Russia’s goals extend beyond Donbas to include all territories that the Kremlin has declared “annexed,” and even claim territorial claims as far as the border with Poland.
ISW analysts believe that Putin is not interested in serious negotiations and, based on the above statements, is unlikely to accept any peace plan that does not involve Ukraine’s actual surrender.
