During the “Business and European Integration” event, the Executive Director of the National Association of Defense Industries of Ukraine highlighted the ongoing transformation of Ukraine’s defense-industrial complex and its shifting focus toward new international markets.
Historically, Ukrainian defense exports were primarily directed to countries in the Middle East, Africa, Asia, and, to a lesser extent, Latin America. The European Union was not considered a key destination for domestic manufacturers. However, this dynamic has changed significantly in recent years.
“Ukraine’s defense industry has undergone a profound transformation compared to its pre-2022 state. Today, Ukrainian manufacturers are producing equipment and technologies that are capable of competing in the European market,” said a representative of the National Association of Defense Industries of Ukraine.
A major driver of this shift has been the full-scale war, which accelerated innovation, shortened development cycles, and increased production flexibility. Real combat experience has enabled Ukrainian companies to develop solutions that meet modern warfare requirements and attract growing interest from international partners.
At the same time, entering the EU market comes with serious challenges. The European defense sector remains highly competitive and, to a large extent, protectionist. In addition, excessive regulation and bureaucratic procedures continue to pose barriers for Ukrainian exporters.
However, recent developments indicate gradual progress. The Ukrainian government has started to streamline decision-making on export permits for defense products, taking into account both national security interests and the need to support industry growth.
Another critical factor for successful expansion into Europe is compliance with EU standards. Ukrainian companies are increasingly focusing on certification processes, integration into European supply chains, and the creation of joint ventures with EU partners. These steps are essential for building a sustainable presence in the European market.
Industry associations, including NAUDI, play an important role by helping companies adapt to new regulatory environments, establish partnerships, and promote Ukrainian defense products internationally.
Strategically, Ukraine aims not only to enter new markets but also to gradually displace Russia from its traditional arms export destinations.
Overall, Ukraine’s defense-industrial complex is evolving from a regional player into a competitive force on the global stage. Its future success will depend on the pace of reforms, deeper integration with the EU, and the government’s ability to create favorable conditions for export growth and industrial development.
